about H.245 and H.223

Can anybody please tell me whether H.245 and H.223 are open source ?
And is it freely available?
if not then from where can i get those...

RAPI. Hai All, I am trying to use the RAPI Functions to synchronize data between my Smartphone and Desktop. I have a MPX200 running Microsoft I am unable to locate the Rapi.lib file while installing evC++ 3.0 and I saw some links

activesync for my tmobile/microsoft pocket pc/phone ok, the pc is connected, i can view all my files from the computer, but when i start activation for the program gets stuck on "looking for changes" and doesn't get past that point. please help anyone! thanks

Saving Date and Time Why when i reset my phone does the date and time reset? Also when i goto change it back to the correct time it takes ages to save. Its constantly happening now.. and is another really annoying thing about this phone, any ideas to save me? oh no applicatio
